American Sign Language Interpreter Training Programs
As a result of an amendment to House Bill 145, the Public Service Commission's use of a telephone surcharge for telecommunications relay services and equipment was expanded to include funding for education and training in American Sign Language interpreter training programs. After the first procurement process, the Commission awarded contracts to Salt Lake Community College, the ICAN Program through the Division of Services for the Deaf and Hard of Hearing, and Utah Valley University. With the funding, the three interpreter training programs provided training and education of students to become certified as sign language interpreters. Following the training and certification, individuals will provide interpreter services for people who are deaf in a variety of educational and vocational settings as well as for video relay service providers. Video Relay allows the ASL interpreter to facilitate calls over the Internet between people who are deaf and people who are hearing. The ICAN Program is currently the only program being funded by the Commission.
